Army Suspends HRAP, Says New Soldiers Just Went Home

Since the 1980s, the Army has let fresh AIT grads go home for up to 14 days before their first unit, on permissive TDY, with none of it charged as leave. The catch was helping the hometown recruiter. That program, HRAP, is suspended.

Lt. Gen. Johnny Davis, the head of Army Recruiting Command, confirmed it at an Association of the U.S. Army forum. His reason: the new soldiers went home and didn’t spend much time recruiting.

How HRAP worked

  • Open to soldiers fresh out of AIT, OSUT, or civilian-skills training, before signing in at a first duty station.
  • Up to 14 days at home on permissive TDY. Nothing came out of your leave balance.
  • You had to live within 50 miles of a recruiting station and bring your own ride.
  • Your commander and the recruiter had to approve a DA 31.
  • The job was to show up at the station, go back to your old high school, and bring in referrals.

What the general said

  • Davis said HRAP once had “some good return on investment, about, you know, one or two percent.”
  • Then he said: “20, 30,000 young superstars, when they were headed back home, were good; they got to go home. But they weren’t really working with the recruiters as much as we wanted them to.”
  • He said the Army is weighing whether HRAP is worth the cost or whether that money should go somewhere else.
  • The Army’s own HRAP page says soldiers do it “at no cost to the government” and provide their own transportation.
  • Guard and Reserve soldiers have also gotten uncharged time home over Christmas Exodus to help recruiting. Davis asked whether recruiters were in the stations working with them over the holidays. His answer was “No.”

The Army knew in 1983

  • A 1983 Army research study (as reported by Military Times) found HRAP was hard to measure past foot traffic into the recruiting office.
  • The same study said aides “plant seeds” months before someone enlists and get no credit once they leave.
  • Forty-plus years later, the Army’s answer is to pull the program.

Where it stands

  • Army recruiting social media pages started talking about the suspension in January. The Army didn’t address it publicly until Davis spoke.
  • Davis said leaders are “looking at other ways” to get soldiers hometown leave.
  • No date for a final decision. It could still be cancelled for good.

Why an E-4 should care

  • If you’re in AIT now, plan to burn regular leave to see home before your first unit.
  • You earn 2.5 days of leave a month. Fourteen days at home now costs you more than five months of accrual.
  • Mom will still do your laundry. Budget the leave days for it.
